Reports indicating that government made a reference to Section 7 of the RBI Act – a provision never used till date owing to successive governments respecting central bank autonomy – while seeking the easing of lending norms and more liquidity for NBFCs, are cause for worry. It is the equivalent of the treacherous use of Article 356 of the Constitution by the Centre to dismiss democratically elected governments in states. Misuse of Article 356 vitiated India’s federal structure until Supreme Court intervention capped the damage. But no similar safety net exists when intrusions on RBI autonomy go horribly wrong.
