In India, the wheels of justice grind slowly, but sometimes they grind exceedingly small. We welcome the Delhi High Court’s sentencing of 16 members of the Provincial Armed Constabulary (PAC) in Uttar Pradesh for one of the most horrific acts of extrajudicial killings. The high court has reversed the order of a sessions court in Uttar Pradesh, which had acquitted the PAC personnel three years ago. It has taken 31 years for the judiciary to convict the killers, who have long retired from their jobs; three have died. The incident took place in 1987, in the Hashimpura area of Meerut. After sporadic riots over land ownership, PAC personnel carried away 42 to 45 men, all Muslims, in a truck on May 22. They were lined up and shot — at least 38 people died — and the bodies were disposed of in canals.
