In the wake of the IL&FS crisis, capital markets regulator Sebi reportedly wants to overhaul the way the credit rating business works. A review to enhance the reliability of credit rating is in order. The key question is whether to scrap the extant issuer-pays model — where the company that issues the security pays the rating agency — and move to one where the investor pays. The idea is to preclude ratings shopping, in which rating agencies court the favour of their paymasters.
