The government hasn’t got the mix right yet, with too much emphasis on the punitive (दंडात्मक) and too little on the ameliorative (सुधारात्मक/सुधारने योग्य) . For example it abruptly withdrew the facility to exchange notes, which will hurt especially poor people and migrant workers in a population that is still under-banked. Besides banks are very far apart in rural areas and are enveloped in chaos (अव्यवस्था/अस्तव्यस्तता/भगदड़) , given the rank mismanagement of disbursal (संवितरण) of fresh notes.
