An electoral roll is the foundation on which the entire edifice of representative democracy rests. If a name is wrongly absent from it, no amount of technology at the polling booth or ink on a finger can restore the lost vote. Reports that a very large number of names were removed from Delhi's rolls over an eighteen-month stretch, even before a special intensive revision formally began, therefore deserve careful scrutiny rather than reflexive alarm or reflexive dismissal.
