State governments, including Delhi’s, are slapping additional rupees of tax on petrol and diesel, in a bid to raise revenues. Andhra Pradesh is sharply raising duty on liquor. Faced with a sharp squeeze in revenue and a rise in expenditure, on account of the pandemic and the lockdown, these measures are rational on their own. Collectively, they spell disaster. What the economy will need, to come out of the lockdown-induced economic slump, is a big boost to demand. Cuts in public expenditure will depress demand. Pre-empting a larger share of consumer income on fuels would depress their demand for other goods and services. Slashing Dearness Allowance and delivering salary cuts will again depress demand.
