When a man is about to drown in the open sea, finding a floating lifebuoy is a bit of good fortune. But unless some vessel finds him and lifts him out of the water, the respite would be temporary. The relief package offered by the government to the telecom industry is like that lifebuoy. Sure, deferral by two years of spectrum payments worth ₹42,000 crore is of some short-term help, but offers no fundamental solution to the industry’s government-made woes. That would lie in the government taking a policy decision to redefine the industry’s shareable revenue as those, to generate which a telecom licence is necessary, a decision to sharply lower the share of revenue the government collects from operators as licence fees and spectrum usage charges and to suspend contributions to the Universal Service Obligation Fund (USOF) for some years, until the fund starts spending some serious money.
