As economist Sanjeev Sanyal pointed out on this page on Tuesday, the Bill would allow financial institutions to ‘net’ out their capital exposures against each other, rather than require that it be done on a gross basis routinely. The latter route would be prohibitively expensive, grossly inefficient and simply not as per global practice. Absence of netting precludes an active corporate bond market.
