The periodic revision of electoral rolls ought to be unglamorous housekeeping. Names of the dead are struck off, those who have shifted are moved, and citizens who have just come of age are added. The intensive revision now under way, however, carries a charge that housekeeping never does, because of one question running beneath it: who must prove what. When a voter already on the register is asked to establish afresh an entitlement the state once conceded, the presumption shifts quietly from inclusion to suspicion.
