The outcome of the second edition of NITI Aayog’s Sustainable Development Goals (SDG) India Index is both predictable and surprising. Kerala tops the list of performers, followed by the other southern states, Himachal Pradesh and Sikkim. The value of the index is not in its validation of the front-runner status of the south but in capturing improvements by states largely considered as laggards — Uttar Pradesh, Odisha, and even Bihar, which continues to be at the bottom of the index but has registered significant improvement. The SDG India Index 2019 should serve as a guidance tool for policymakers, allowing for tailoring developmental policy to local requirements.
