Kerala tops the list of performers, followed by the other southern states, Himachal Pradesh and Sikkim. The value of the index is not in its validation of the front-runner status of the south but in capturing improvements by states largely considered as laggards — Uttar Pradesh, Odisha, and even Bihar, which continues to be at the bottom of the index but has registered significant improvement. The SDG India Index 2019 should serve as a guidance tool for policymakers, allowing for tailoring developmental policy to local requirements.
