A study finds that at least a dozen State-owned enterprises (SOEs) failed to comply with corporate governance rules but have been let off with light penalties by stock exchanges. This is discouraging. We urge SOEs to set an example in corporate governance for their private-sector counterparts. And not hurt themselves by repelling foreign investors — large institutional shareholders, pension funds and sovereign wealth funds — that increasingly allocate funds to companies that meet environmental, social and governance (ESG) standards. Nor is this likely to be a passing fad. ESG norms make companies that comply more sustainable, too.
