Source: The Times of India · 26 Dec 2019The committee of officials on the goods and services tax (GST) revamp is reported to have come up with a two-tier GST scheme that would raise rates from 5% to 10% and from 18% to 20%, while shrinking some rates. The idea should be junked. GST generates multiple audit trails that could potentially plug leakage of revenue. Instead of following such trails, which is a complex task and involves analytics and some sleuthing, the officials are plumping for the easy option of suggesting rate changes, as if the problem with GST is the rate structure. Yes, the rate structure could do with some change. There could be a central rate, a merit rate that is lower and a demerit rate that is higher, all within a relatively narrow band, with the upper bound around 18%, to accommodate a handful of sin goods.
