1. Ordinance to amend the Insolvency and Bankruptcy Code, 2016 promulgated

The Ordinance aims at putting in place safeguards to prevent unscrupulous, undesirable persons from misusing or vitiating the provisions of the Code. The amendments aim to keep-out such persons who have wilfully defaulted, are associated with non-performing assets, or are habitually non-compliant and, therefore, are likely to be a risk to successful resolution of insolvency of a company. In addition to putting in place restrictions for such persons to participate in the resolution or liquidation process, the Amendment also provides such check by specifying that the Committee of Creditors ensure the viability and feasibility of the resolution plan before approving it. The Insolvency and Bankruptcy Board of India (IBBI) has also been given additional powers.

2. Prime Minister Shri Narendra Modi Inaugurates The 5th Global Conference On Cyberspace, 2017

The Prime Minister also launched the UMANG App that aims to bring 162 government services on a single mobile app.

UMANG at a glance:

• Uniform User Friendly Interface across Government services
• 162 services of 33 department/ applications and 4 States
• Single mobile app to access 1200+ services of various government services from Centre, State and utility services
• Supports 13 Indian languages and caters to on-demand scalability
• Will soon support feature phones without internet connectivity through USSD

Themed on Cyber4All: A Secure and Inclusive Cyberspace for Sustainable Development, this is the fifth edition of GCCS wherein international leaders, policymakers, industry experts, think tanks and cyber experts will gather to deliberate on issues and challenges for optimally using cyber space. The overall goals of GCCS 2017 are to promote the importance of inclusiveness and human rights in global cyber policy, to defend the status quo of an open, interoperable and unregimented cyberspace, to create political commitment for capacity building initiatives to address the digital divide and assist countries, and to develop security solutions in a balanced fashion that duly acknowledge the importance of the private sector and technical community.

3. No Proposal Under Consideration to Withdraw Bank Chequebook Facility

In fact, the Union Finance Minister, in the Budget Speech 2017-18, had announced, “As we move faster on the path of digital transactions and cheque payments, we need to ensure that the payees of dishonoured cheques are able to realise the payments. Government is therefore considering the option of amending the Negotiable Instruments Act suitably.”

4. MHA to conduct Multi State Mega Mock Tsunami Exercise 2017 tomorrow; involves 31 coastal districts across four States & a UT, international participants

Officials from all the important departments such as the Army, Navy, Air Force, the National Disaster Response Force (NDRF), health, police, education, firefighting, Civil Defense, transport, electricity, public relations, etc. participated in these preparatory meetings.

Tsunami is a highly devastating natural hazard, and requires rapid response when it occurs as the reaction time is limited. A two-hour reaction time has been planned in this scenario during which the entire State machinery will be mobilised in a defined manner to respond swiftly and efficiently. Evacuation drills will also be rehearsed at selected sites. This exercise aims to assess and help improve the preparedness, response mechanism and coordination among concerned agencies.

India's eastern coast is susceptible to both floods and tsunamis and many coastal districts have conducted similar mock exercises for better preparedness over the years. This is, however, the first time that the entire eastern coast will participate in a mock exercise simultaneously.

5. Transforming 115 backward districts across the country

In keeping with the Prime Minister Narendra Modi’s vision of a New India by 2022, Government has embarked upon a major policy initiative for the rapid transformation of 115 backward districts across the country. Senior Government officials in the rank of the rank of Additional Secretary and Joint Secretary have been designated as Prabhari Officers or the in-charge to coordinate the efforts of the Centre and the states in addressing the specific developmental needs of the districts.

The First meeting of the Prabhari Officers entrusted with the responsibility to co-ordinate the efforts of the Centre and the States towards rapid transformation of 115 backward districts across the country will be held tomorrow on Friday, the 24th November. Cabinet Secretary, PKSinha will chair the meeting with the CEO of the NITI Aayog, Amitabh Kant. Secretaries of key Ministries would also attend this session. Home Secretary will also brief the Prabhari Officers. Among the 115 backward districts, 35 are affected by Left Wing Violence. Shortly after this event, meeting of representatives of the State Governments and Prabhari officers is being organised to ensure that transformation of backward district in India is carried out by a dedicated team of Central and State governments.
