1. Terrorism is a global concern that demands global attention: Vice President

The Vice President drew the attention of growing menace of terror across the globe. His Majesty agreed that this was a major global challenge and appreciated India’s support to Belgium in the hour of crisis when terrorism stuck their country. The Vice President suggested that India believes in an early conclusion of negotiation and adoption of the Comprehensive Convention on International terrorism at the United Nations. His Majesty the King of Belgium expressed support to India’s view in this regard.

The Vice President said that India and Belgium today are two vibrant democracies and share several ideals and principles. He further said that democracy, rule of law, freedom of speech, independent judiciary, free press and protection of human rights are fundamental values through which our societies are held together. Belgian academicians have made notable contribution to the advancement of Indian language studies, particularly Hindi and Sanskrit, in India and Belgium, he added.

The Vice President said that more than 1,30,000 Indian soldiers fought in the battle fields of Belgium during the First World War, and more than 9,000 made the supreme sacrifice. He expressed his happiness that the King would inaugurate the exhibition on contribution of Indian soldiers in the First World War and also release a coffee table publication, “India in Flanders Fields”. This indeed is a tribute to the heroism and sacrifice of Indian soldiers, he added.

2. CZT Imager of AstroSat measures first phase resolved X-ray polarisation of Crab pulsar

AstroSat, India’s multi-wavelength space telescope, has successfully accomplished the extremely difficult task of measuring X-ray polarisation. In a paper published in ‘Nature Astronomy’, the team has documented the results of their eighteen-month study of the Crab pulsar in the Taurus Constellation and measured the variations of polarisation as this highly magnetised object spins around 30 times every second. This landmark measurement puts up a strong challenge to prevailing theories of high energy X-ray emission from pulsars.

3. Media Coverage during the period referred to in Section 126 of RP Act, 1951

Section 126 of Representation of the People Act, 1951, prohibits displaying any election matter by means, inter alia, of television or similar medium/means, during the period of 48 hours before the hour fixed for conclusion of poll in a constituency.

The Commission once again reiterates that the TV/Radio channels and cable networks should ensure that the contents of the programme telecast/broadcast/displayed by them during the period of 48 hours referred to in Section 126 do not contain any material, including views/appeals by panelists/participants that may be construed as promoting/prejudicing the prospect of any particular party or candidate(s) or influencing/affecting the result of the election.

4. Insolvency and Bankruptcy Board of India (IBBI) strengthens its Due Diligence Framework under the Insolvency and Bankruptcy Code, 2016

Insolvency and Bankruptcy Board of India (IBBI) has amended its Corporate Insolvency Resolution Process Regulations to ensure that as part of due diligence, prior to approval of a Resolution Plan, the antecedents, credit worthiness and credibility of a Resolution Applicant, including promoters, are taken into account by the Committee of Creditors.

With a view to ensure that the Corporate Insolvency Resolution Process results in a credible and viable Resolution Plan, the Insolvency and Bankruptcy Board of India (IBBI) has carried-out amendments to the IBBI (Insolvency Resolution Process for Corporate Persons) Resolution Process, 2016 (CIRP Regulations).

The Revised Regulations make it incumbent upon the Resolution Professional to ensure that the Resolution Plan presented to the Committee of Creditors contains relevant details to assess the credibility of the Resolution Applicants. The details to be provided would include details with respect to the Resolution Applicant in terms of convictions, disqualifications, criminal proceedings, categorization as willful defaulter as per RBI guidelines, debarment imposed by SEBI, if any, and transaction, if any, with the Corporate Debtor in the last two years.

5. SHe-Box Online Complaint Management System for working women to lodge complaints of sexual harassment at workplace launched by Smt Maneka Sanjay Gandhi

Launching the online facility, the WCD Minister, Smt Maneka Sanjay Gandhi said that this is a historic step since it is probably the first ever time that the government of any country has launched an online portal to receive complaints of sexual harassment at workplace. The government is completely committed to provide a safe and fair environment to working women. It is for this reason that the WCD Ministry has made efforts to make the setting up of Internal Complaint Committees mandatory at all workplaces, the Minister explained. She said that the WCD Ministry has also produced a manual and has organized training programmes for Internal Complaint Committees and in the next significant step, the SHe-Box has been launched to provide platform to aggrieved women to make their complaints directly so that suitable action is taken to redress their grievances. These complaints will be monitored by the WCD Ministry, Smt Maneka Gandhi assured.

SHe-Box portal is an effort to provide speedier remedy to women facing sexual harassment at workplace. Once a complaint is submitted to the portal, it will be directly sent to the ICC/LCC of the concerned employer. Through this portal, WCD as well as complainant can monitor the progress of inquiry conducted by the ICC/LCC. This is a proactive step taken by MWCD in the wake of the worldwide social media campaign #MeToo, where women have related their experience of facing sexual harassment and abuse.
