1. New Education policy by December: MoS HRD Dr. Satya Pal SinghUnion Minister of State for Human Resource Development Shri Satya Pal Singh has said that the new education policy is in final stages and it would be announced in December. The policy envisages to 'correct' the course of education system in the country, that has followed a colonial mindset. He pointed out that unfortunately after independence, most of the academicians followed the footsteps of British and Western scholars and deliberately denigrating Indian culture. Stating that the biggest challenge being faced by the education system and the government is 'how to de-colonise the Indian mind'.
He said accessibility to higher education in the country is only 25.6 per cent while in USA 86 per cent Germany 80 and in China 60 per cent. The Minister pointed out that the aim of the government is to improve the higher education system in the country to make available to more students.
2. Launched under Skill India Mission in collaboration with NDMC
To bring momentum in skilling through collaborative efforts, the Union Home Minister Shri Rajnath Singh along with Minister of Petroleum and Natural Gas and Skill Development and Entrepreneurship Shri Dharmendra Pradhan here today inaugurated India's first Pradhan Mantri Kaushal Kendra (PMKK) for Skilling in Smart Cities, in collaboration with New Delhi Municipal Council (NDMC). The ministers also laid the foundation for a Skill Development Centre at Moti Bagh and a Centre of Excellence at Dharam Marg, New Delhi.
3. Comments sought on draft guidelines for ground water extraction
The Central Grounder Water Authority (CGWA) has sent Draft guidelines for “issuance of NOC” for ground water withdrawal and draft “Public Notice” to the Chief Secretaries of all the State and Administrators of Union Territories for their comments within 60 days.
Due to the increasing number of litigations in the National Green Tribunal, various branches of Tribunal are directing CGWA to ensure that the ground water withdrawal in the country should be in accordance with law. These guidelines will ensure an uniform regulatory framework across the country so that the discriminatory practices in regulation are either mitigated or minimized.
The CGWA constituted by Government of India under Section 3(3) of the Environment (Protection) Act of 1986 has been regulating ground water development and management in the country. The authority has been granting NOC for withdrawal of ground water by industries/infrastructure/mining projects.
4. India's Space mission to Moon 'Chandrayaan- II' in 2018: Dr Jitendra Singh
Addressing the inaugural session of the 5-day Asian Conference on Remote Sensing here today, Dr Jitendra Singh said that India has today emerged as the world's frontline nation in the field of Space Technology. This, he said, is in itself a glorious vindication of the dream seen by the founding fathers of India’s Space Programme, like Vikram Sarabhai and Satish Dhawan.
