Analysis of the 2016 runs of the scheme reveals that it did little to reduce the city’s pollution load — especially since private cars account for less than 10% of the pollution. In the January run, marginal decline in PM2.5 levels were registered between the hours of 11am and 2pm, while the April 2016 run had no impact. Global experience has shown that driving restrictions are a surge-control instrument, and not the fulcrum of a pollution control plan.
