With “shramik” special trains taking away thousands of migrant workers back to their home states, a controversy over who foots the bill didn’t take too long to break out. Railway Board’s directive on Saturday had asked state governments “to collect the ticket fare”, interpreted by some states to be levied from passengers. Now Centre has clarified it shares the onus with “sending states” to cover ticket costs. Its rationale appeared to be that desperate, stranded workers should avail the facility without triggering an en masse exodus. Like most bureaucratic exercises, someone failed to gauge the insensitivity of an otherwise mai-baap sarkar unleashing a double whammy on cash strapped labourers after a 40-day lockdown.
