It would have been appropriate to write this into the legislation that created a six-member monetary policy committee with a single target of containing inflation within a narrow range, such inflation being measured as change in the consumer price index, which accords more than 60% weight to volatile food and fuel prices. The government chose to not give an explicit weight to growth, at least by making the nominal rate of GDP growth the target of monetary policy, which would subsume both growth and inflation. Even without such an explicit mandate, the RBI is mindful of liquidity concerns, and carries out open market operations to this end.
