Support for an extension of the lockdown, but with a calibrated exit for areas unaffected or relatively unscathed by the Covid-19 outbreak, emerged out of the videoconference between Prime Minister Narendra Modi and chief ministers on Saturday. The PM himself articulated this shift, going from “jaan hai to jahan hai” at the lockdown’s start to “jaan bhi, jahan bhi”, signalling thereby that livelihoods cannot be indefinitely postponed. A red-orange-green colour coded gradation of areas by risk could be in the offing, with Haryana putting four districts in the red zone and Andhra Pradesh declaring 27 and 44 out of 676 “mandals” as red and orange zones respectively.
