Karnataka government’s law on cow slaughter will hurt farmers

The Karnataka government has announced it will promulgate an ordinance to give effect to a reworked law on ban of cattle slaughter. Earlier, the state assembly, where the BJP has a majority, had approved the bill. But the Legislative Council did not clear it. Hence, the ordinance.

Karnataka has for long had a law restricting cow slaughter. But this law acknowledged the reality that cattle represent an investment for farmers. Therefore, it allowed farmers to dispose of cattle after a stage. The reworked law will completely ban cow slaughter. The BJP government has promised to help farmers by opening goushalas to feed aged cows.

Separately, the law allows buffalo slaughter provided they cross 13 years of age. The experience of other states, particularly Uttar Pradesh, shows that such fine-grained distinctions in the law lead to abuse at the implementation level.

On balance, this law once again imposes a worldview on farmers that undermines their economic interest and also assumes that they are not as invested as the rest of society in upholding traditions. The Karnataka governor must refrain from giving his assent to the ordinance, as it runs counter to what the BJP-led Centre is trying to achieve through its three farm laws.
