Arch Valley rivals NC and PDP with Congress in tow moved mountains to come together but failed to enthuse governor Satya Pal Malik who moved instead to dissolve the assembly, held in suspended animation for five months. Malik’s reasons for doing so are not entirely convincing. According to him the “coming together of political parties with opposing political ideologies… is nothing but an attempt to gain power rather than to form a responsive government”. Such a yardstick would preclude the formation of most coalition governments in India. Even Malik’s worries of “horse trading” sound odd given the assembly’s long stint in suspended animation.
