Today’s topic: The Hindu editorial, “Perilous retreat: On gram sabhas, tribal land issues”.

The gram sabha in a Scheduled Area is not a decorative institution. The Fifth Schedule of the Constitution, the Panchayats (Extension to the Scheduled Areas) Act of 1996 and the Forest Rights Act of 2006 together make the village assembly the first authority on questions of land, minor minerals and the diversion of forest land for other uses. Accounts of consent being secured through pre-drafted resolutions, thinly attended meetings and signatures collected without translation therefore describe something graver than a procedural lapse. They describe the quiet hollowing out of a promise made to India's most vulnerable citizens.
