The decision on emerging from the lockdown and what all activity to halt during the lockdown itself should be informed by mounting evidence of a gathering social tragedy in the aftermath of Covid-19 and the need to minimise it. Policy must shift from total shutdown to massive testing and selective quarantining at the earliest. The International Labour Organisation (ILO) says the pandemic could push 400 million workers in India’s informal sector into poverty. Policy must seek to minimise the damage, and accelerate public investment on healthcare.
