Issuance is up, sharply, amidst the corona pandemic, but there’s also overwhelming private placements of the debt securities, which are then held to maturity. It precludes a vibrant and liquid market for corporate bonds. Capital markets regulator Sebi has been proactive and, last week, asked mutual funds to carry out at least 10% of their secondary market trades by duly accessing Request for Quotes (RFQ) platform of stock exchanges by October. The electronic RFQ mode would leave an audit trail on quoted yield, mutually agreed price and deal terms, and so would boost transparency in the hitherto opaque corporate bond market.
