As the government powers ahead with its plans for privatisation of large public enterprises, it should also give a thought to setting up new public enterprises designed to fill strategic gaps in India’s economic and strategic capability. Public enterprises should not get caught in a “two legs good, four legs bad” kind of dogma. There are certain kinds of economic activity that are essential for the nation’s economic progress and strategic security. Of these, many would be within the capability of the private sector, some would not be. The private sector’s capacity would change over time. In the early years of Independence, making steel or producing power at scale was not something the private sector could manage. It made sense then for the State to set up enterprises to produce steel and power. What is a strategic sector beyond the capability of the private sector is a dynamic concept, and would evolve. Privatisation should not be just a fiscal decision.
