Yet, it is troublesome that such delay is being introduced into the working of an agency with a predictable, constitutionally mandated periodicity and tenure that derives from it. Creation of new Union territories out of Jammu and Kashmir does not really warrant any major reworking of the commission’s proposals: there would be one less state, to which to devolve funds from the divisible pool, and the funds so saved would need to be diverted to the Centre’s share, to be passed on to the two new Union territories. That is straightforward enough.
