Source: The Economic Times · 29 Sep 2020The Centre must bring accounting rigour to its finances at the earliest to avoid the scope for the Comptroller and Auditor General of India (CAG) to raise criticism about not booking government receipts in the appropriate funds under appropriate heads. The CAG’s report (for 2018-19) shows ‘short crediting’ of compensation cess of around ₹47,272 crore during 2017-18 and 2018-19. The amount should have been credited to a non-lapsable fund (read: the GST Compensation Cess Fund), but was retained in the Consolidated Fund of India (CFI). The holding of compensation cess in the CFI resulted in the overstatement of revenue receipts and helped the Centre to depress its fiscal deficit below the actual level for that year. This has stoked scepticism among states that have been guaranteed compensation for losses due to the transition to GST.
