As India enters the final phase of the lockdown which began a fortnight ago, Prime Minister Narendra Modi asked the country to ready itself for a long haul. The lockdown has bought us time but the battle is yet to be won. Yet, an exit from the lockdown will have to begin on April 15 so as to revive an economy which is at a standstill. Consequently, discussions within and between state governments and Centre have begun on the contours of a staggered exit from the lockdown.
