The model code of conduct (MCC) came into force when the schedule for the 2019 general elections was announced on March10. The results would be announced on May 23rd. The next government would take a week to take charge. That means that the election process would have taken up some 80 days. During this period, the government is in a reactive mode; it is not supposed to take policy decisions that could sway voters. So, while implementation of existing policy continues, new measures or policy changes cannot be taken, unless there is some kind of an emergency. Can any large economy afford to put its policymaking machinery in suspended animation for nearly three months at a stretch, in these times of national interdependence in a volatile globe? Over how long the elections should be held cannot be left to the Election Commission, however wise its three men might be.
