Their report had predictable suggestions on taxation and the foreign exchange market. Then came the surprise. It said that “cognoscenti” remarked that most innovative ideas are exchanged over cups of coffee. And also “stray conversations of the weekend” can ignite business. Perhaps that’s the closest a GoI report came to admitting that beverages matter in creating an attractive destination.
