China’s top official to the United Nations, Zhang Jun, has told the Security Council that India’s decision to bring Ladakh under direct control of New Delhi “challenged Chinese sovereign interests…in the border area.” Foreign minister S Jaishankar has, on India’s part, assured that the change in the administrative status of Ladakh would not impact the Sino-India frontier set at the Line of Actual Control (LAC) but doubts continue to be expressed.

The LAC marks the divide between Indian- and Chinese-controlled areas in the western Himalayas. It is a region where China retained control, while withdrawing from Arunachal Pradesh in the east, after the Sino-Indian war of 1962. Despite this and two agreements in 1993 and 1996, when Beijing and New Delhi agreed to ‘respect’ the LAC, its status as border has never become official. This includes the largely uninhabitable area of Aksai Chin; China, which has highways and actual control here, deems it part of Hotan, in Xinjiang, bordering southwest Tibet. As rising powers crafting a new world order, India and China should put such differences behind them, and negotiate formal Sino-Indian borders in the west and east.

The British were deliberately fuzzy about formalising colonial borders and categorised them into three types. ‘Directly administered’ areas were under absolute colonial control; ‘restricted’ or ‘semi-autonomous’ areas in the northeast, Balochistan and further west, were run by tributary princes and chieftains; farther afield, Tibet, much of Burma, Pashtun and Afghan areas were regarded as ‘buffers’, left alone as long as they repulsed attacks from rivals like Russia, the Ottomans or China. Seventy years after decolonisation, India and China must scrap these moth-eaten maps and draw our own as sovereign states.
