New Delhi and Beijing must exercise restraint at Doklam. It is pointless to hurl insults and doubtful historical claims of territorial ownership between two nations that gained independence fairly recently, in 1947 and 1949. Yet, for over a month, Indian soldiers and those of the People’s Liberation Army (PLA) have been eyeballing each other over a tiny patch of land, a little more than 250 sq km in area, which is a part of the Chumbi Valley, most of which lies in Tibet, with the remainder in Bhutan. The latest in the war of words is a statement from China’s defence ministry, asking India to give up ‘imaginary illusions’ — and presumably New Delhi’s jitters at China’s attempt to build a road through the area. This is part of largely symbolic gestures from China to assert regional hegemony. After India conducted the Malabar naval exercise with the US and Japan, earlier this year, China increased its naval presence in the Indian Ocean. India worries that the road through Doklam will prove a logistical threat to India’s narrow land link to the northeast. This month, China opened its first naval base overseas, in Djibouti on the Horn of Africa. There is no doubt that China, now recognised as among the most powerful nations in the world, would strive to flex its muscles occasionally. It is equally important for India to reiterate its stance that all border disputes be settled through negotiations, which began in 1989, but are sputtering. On Thursday and Friday, India’s National Security Adviser Ajit Doval will be in Beijing to attend a Brics summit. It will help if he manages to buttonhole his Chinese counterpart on the sidelines, and both agree to withdraw their troops simultaneously. Jaw-jaw, not war-war, is the best strategy for both, as well as for the entire world.
