Congress leader Rahul Gandhi on Wednesday made another major allegation of “vote theft”, saying 25 lakh fake voters were added to the electoral rolls of Haryana ahead of the Assembly election in the State in 2024, which the Bharatiya Janata Party won.

Addressing his third press conference under the vote chori (theft) campaign, Mr. Gandhi, the Leader of the Opposition in the Lok Sabha, shared the voters’ list of the Rai Assembly constituency of Haryana which had the photograph of a Brazilian model 22 times under different names across 10 booths.

While Mr. Gandhi called his presentation “H files”, his party colleagues referred to it as the much-anticipated “Hydrogen bomb”. In his 80-minute presentation, he said there were 1,24,177 voters with fake photos in Haryana. “One in eight voters in Haryana are fake, and despite that, the Congress lost by a mere 22,779 votes, which was the difference in eight seats,” he said.

The Congress leader alleged “Operation Sarkar Chori [government theft]” was launched in Haryana to prevent the Congress from coming to power despite all exit polls and opinion polls predicting a landslide win for the party. “The EC is in a partnership with Prime Minister Narendra Modi and Home Minister Amit Shah to destroy Indian democracy,” he said. “If the voter list is a lie, then there is no democracy.”

The BJP and EC officials categorically rejected his claims.

With a day to go before the first phase of voting in the Bihar election, the Congress has now alleged that “vote theft” will be employed in the State as the system has been “industrialised”. “You can ask me why you didn’t detect them in the voters’ list of Bihar. That is because the voters’ list comes to us in the last minute,” he said.

Asked if the party would seek legal recourse, Mr. Gandhi said, “The Supreme Court, the highest court of the country, is watching. We are not doing this in a private room but in front of the media.”

Mr. Gandhi called upon “Gen Z and the youth” to restore democracy through satya (truth) and ahimsa (non-violence).

“If the voter lists are a lie in Haryana, then there were no elections,” he said. “I am telling the youth, Gen Z, and the citizen that this democracy belongs to you and not the EC or Narendra Modi. You have to protect it.”

List of allegations

He alleged there were 5,21,619 duplicate voters, 93,174 invalid addresses, and 19,26,351 bulk voters. Similarly, he showed an address in Hodal where there were 501 votes in a single address, 223 voters in two booths with the same photograph, and so on. “The other surprising aspect was that for the first time in Haryana, postal votes were different from the result. In postal ballots, Congress got 73 seats while the BJP got 17,” he said.

Mr. Gandhi started the press conference by playing out a video clip of Haryana Chief Minister Naib Singh Saini telling reporters that the BJP will win the Assembly and they (the BJP) have all the vyavasta (arrangements).

The Opposition leader also took on Chief Election Commissioner Gyanesh Kumar’s claim that house number “0” (Zero) is used for homeless people.

“Look at the voters’ list where Mr. Narender’s house is marked as 0. We physically looked for him in his village and found this as his house,” Mr. Gandhi said, showing a two-storey house.

In August, Mr. Gandhi, citing data from the 2024 Lok Sabha polls, claimed that over one lakh votes were “stolen” through manipulation in the Mahadevapura Assembly segment in Karnataka.

The EC had, however, dubbed the charges as “incorrect and baseless” and asserted that no deletion of votes can happen without the affected person being given an opportunity to be heard.
